PYATIGORSK, July 26. /Basereporter.com/. Wide computerization, digitalization and the use of telecommunication resources for development of regions offer the management team of North Caucasus Federal district in its projects developed on the platform of the North-Caucasian Institute of the Russian Academy of national economy under the third module of the educational program management skills. As told Basereporter.com the Director of the Center “Higher school of public administration” of the University Anna Orlyanskaya, on Thursday it hosted the overcurrent projects.
“Now teams are more deeply working on project ideas taking into account the views and comments of experts, think the creation of conditions for their further implementation, attracting private investment, public funding. Federal experts are helping the teams to make a project for the region successful,” she said.
More than 90 participants from the North Caucasus received training in the program of development of regional teams in Pyatigorsk at the site of Severo-the Caucasian Institute of the Russian Academy of national economy and state service under the President of the Russian Federation (Ranepa) and developing their managerial projects. Including regional Ministers, mayors, heads of development corporations of the regions, heads of business structures, and regional experts of the Agency for strategic initiatives (ASI) and leading invited experts.
Stavropol management team continues to work on the project “Smart agglomeration of the Caucasian Mineral Waters region”, from the idea moved on to work on specific routines in the main areas, said Deputy Minister of economic development of Stavropol territory Sergey krynin he. “Project SMART CMS consists of four parts: SMART tourism, SMART transport, SMART business and SMART CITY. All figures, numbers, and the full potential needs to unite. To the final fifth module, it is not just a concept, but a specific project is calculated, understandable and most importantly, having a particular perspective of implementation,” he said.
Deputy Minister of economic, territorial development and trade of the Chechen Republic Bekhan Satuev has presented a draft programme for the digital economy of the Chechen Republic in the years 2019-2024. “The main goal – creation of conditions for the digitalization of the economy, improving the investment climate in the region. The process involves all sectors of the economy and the social sphere. Digitization involves complete transparency and accessibility of public and municipal services, social and investment benefits. It is a powerful impetus for the development of the region and improve the investment climate,” he said.
Head UMPC CIT Karachay-Cherkess Republic Sultan Erkenov said that the project team from the Republic is called “Modernization of public administration”. The essence of the project is to streamline all kinds of documents at all levels of government. “The practical advantages of our program is obvious – reduce the time of management decision-making, timely responses to the demands of society, business and the population. Need to accelerate the transition to digitalization to meet the requirements of modern life,” he said.
The head of Department of state programs, investment projects of the Ministry of resorts and tourism of Kabardino-Balkaria, the Circassians Mahdi believes that the project “Infrastructure development of tourist zones, the development of the service of the Republic of the CBD” – a growth point for the development of Kabardino-Balkaria. The main goal of the program is to increase the share of tourism in gross regional product up to 10 billion rubles. The increase of tourist flow up to 800 thousand tourists by 2024, to attract foreign tourists to 30 thousand people a year. “Tourism along with agriculture is a priority sector for economic development of the country, so a multiplier effect in the case of the project implementation is including the creation of new jobs”, – said Cherkesov.
The project goal is the development of a biotechnology cluster RSO – Alaniya – creation of at least 10 thousand jobs and contribution to gross regional product not less than 15 billion by 2024, said Basereporter.com Deputy Minister of economic development of the Republic of Felix Gazalov. “And if we fulfill these goals, there will be additional effects in the form of incentives for small and medium business, development of scientific personnel and increasing the attractiveness of working professions,” he said.
Deputy Minister of transport and road economy of the Republic of Dagestan Sirazhutdin Aygumov presents the project of development of sea commercial port. “Our project is part of a transport and logistics hub of the Republic with significant impact on import and export of Dagestan. Its implementation will increase the export of grain, meat, fish and strategically important sector – oil production, will raise the image of the Republic, will increase the gross regional product and of course, improve the investment climate. In the future, we expect to attract maximum number of investors willing to invest in the development of the region and sea trade port”, – he said.
About the program
During the first module of training may 14-17, the team generated the project idea. At regional management teams of the second module in each subject County held a strategic session, where the public and experts have contributed their corrections and comments. As part of the work of the third module continues the detailed project work. The final presentation of projects will take place in October, it is expected that after studying the teams in the same composition will begin to implement its projects in the regions.
