The Central election Commission is ready to advise the Communist party to adopt a law the wording of the question submitted to the referendum against raising the retirement age. This was stated on Friday, the Chairman of the CEC of the Russian Federation Ella Pamfilova.
The Communists propose to put to a referendum the question “do you Agree that in Russia the age of eligibility for appointment of insurance old-age pension must not be increased?” The CEC considered that the wording was vague and misleading.
“I can tell you that whatever decisions you have the right to collect initiative group to clarify the issue, we are even prepared to advise you and help you to the question was accurate, and to come. I’m sure that there are no objections from the members of the CEC will not” – said Pamfilova, addressing the representatives of the Communist party.
As noted in the course of the meeting the Secretary of the CEC, Maya Grishina, “legislation may change during the voting you may find that citizens vote for the regulation that exists on the day of the referendum”. That is explained to the member of the Central electoral Siyabshah shapiev, by the time the referendum, the law on pension changes, providing for increase of retirement age, can already come into force.
According to Pamfilova, the initiators of the referendum, its wording “are driving themselves into a trap.” She explained that the issue had to specify the time that should be relevant retirement age, which should not rise: “July 2018.”
“If this would clarify, then indeed it would be possible to consider the question,” – said the CEC head.
“You is helping people just lead people astray. We must find a formula that would be for people clear and clear”, she concluded.
Previously, Pamfilova said that the members of the Central election Commission of the opinion on the legality of submission to the national referendum on raising the retirement age, but it needs to be formulated in accordance with the law.
A member of the CEC Nikolai Levichev, in turn, noticed that, in his opinion, the organizers of the referendum “the train has left,” the law will be adopted before the possible appointment of a plebiscite, given the need for registration of initiative groups in 43 regions and collecting 2 million signatures. However, according to him, if the Communists collecting signatures, it can serve as an argument for consideration of the bill on pension changes by the state Duma in the second reading.
The proposed government bill on changes in the pension system, involving, in particular, increasing the age of retirement for a long transition period to 65 years for men and 63 years for women, passed the first reading in the state Duma on July 19. After approval of a large-scale discussion of the initiative will continue, proposals for revision of the draft law will be collected and recorded in the form of amendments to the second reading, which will take place in the fall. The deadline for submitting amendments is extended from August 18 to September 24.
Tools that will increase the retirement age, will be directed on increase of incomes of pensioners, assure of the government. The adoption of the document will allow in 2019 to ensure the growth of pensions to pensioners by an average of 1 thousand rubles.
