MOSCOW, August 2. /Basereporter.com/. The audit chamber of Russia will switch to digital audit for three years, said Basereporter.com the head of Department Alexey Kudrin.
“First and foremost is the digitalization of the financial audit. Much of this work is already taking place on the results of the automatic analysis of electronic budget, but in General, we will seriously analyze the work of all institutions. We will cover significantly more, even without verification. To make real progress in this, put in constant practice with the increased coverage, it will take about three years,” Kudrin said.
Tsifrovizatsii audit will significantly reduce the number of violations and allow the chamber to move to a preventive mode. “Most of the mistakes and financial abuse are not associated with persistent financial level, this often happens inadvertently due to a lack of skill in controversy of classifying certain costs of a particular article. [Digital audit will allow] to prevent spending that is incorrectly scheduled, the number of such violations will be prevented. Will the so-called risk audit”, – said Kudrin.
According to him, the technical part of this task will deal with existing in the chamber unit of programmers, which in the future will be expanded under this task.
After appointment to the post of Minister Kudrin the letter on his website, noted several problems that he sees as the new head of the accounting chamber. In particular, the need for a clear linkage between strategic objectives and management results with the budget mechanisms. The second important task, Kudrin called the transition to digitalization of control processes, wide use of a risk-based approach, the third – the full and unconditional openness of the audit.
